Workforce Development Program Manager

Reporting to the Director of Community Resource & Education, the Workforce Development Program Manager’s basic function is being responsible for the general management of the department, ensuring compliance with program and funding requirements, program development, personnel supervision, and assisting with securing resources.  The primary goals of the department are to coordinate its Pathways to Success (PTS) Program and amplify workforce opportunities through creative partnerships.   PTS is the agency’s Bridge Program, designed to link youth and adults with barriers, including limited English and/or work skills, to high quality training programs administered by non-profits, community colleges or proprietary schools. The Workforce Development Program Manager serves as a member of the agency’s management team.

Position Responsibilities

  • Provides high quality management and develops ambitious program goals for workforce development program
  • Oversees PTS program planning, development, implementation and evaluation while working to expand offerings
  • Defines objectives, indicators, & outcomes with Director of Community Resource & Education to ensure program success
  • Responsible for the collection, analysis, and timely reporting of program data on an ongoing basis to share with the Director of Community Resource & Education, the Department of Quality Assurance, and external partners
  • Monitor and update data management systems including but not limited to Salesforce, support in data entry
  • Create workshop content and deliver workshops, including but not limited to Career Pathways and PTS
  • Coordinate and recruit qualified talent for Erie business partners, conduct pre-screen interviews while guiding participants in resume building, interviewing and essential skill development
  • Provides case management by evaluating individual’s background, skills, and interests and matches to potential training programs or job openings.
  • Works with the Development department to prepare and submit proposals and reports
  • Works closely with staff to enhance training curriculum, as needed, to keep up with industry requirements
  • In consultation with team, develops strategies to identify, recruit and enroll qualified candidates
  • Coordinates program outreach, recruitment, enrollment, retention, and placement in training programs
  • Develops and maintains working relationships with area employers, job training programs, and industry organizations to source job opening and secure employment and vocational training.  
  • Supervises and evaluates program staff
  • Manages program budget, with Director of Community Resource & Education, and provides recommendations to stay in compliance with agency guidelines, funder requirements, and to encourage a balanced budget  
  • Plans participant and community events and coordinates publicity in coordination with Erie’s Communications Department
  • Collaborates closely with adult education programs and other departments to enhance programming, internal and external
  • Attends Manager meetings, All-Staff meetings, funder meetings, and others meetings, as assigned
  • Attends professional development applicable to field and population being served on an ongoing basis
  • Other duties as reasonable and appropriate

POSITION REQUIREMENTS:

  • Minimum of 3 years’ experience in workforce development programs, adult education, vocational training or related programs
  • At least one year of experience in a supervisory role
  • Proficient with Microsoft Suite
  • Bachelor’s degree in education, social work or related field preferred
  • Experience working with immigrant communities and adult learners
  • Commitment to social justice and sensitivity to the assets and challenges of a diverse group of participants
  • Excellent written and interpersonal skills with fluency in both English and Spanish
  • Ability to work flexible hours, if needed (evening and weekend hours)
  • Demonstrated commitment to adult education, vocational training, and life skills development

Compensation Range:  $40,000-$45,000 commensurate with experience, plus Excellent Benefits Package
